Rep. Ugaste Applauds Dismantling of HBIA Program

St. Charles, IL – In response to the Joint Committee on Administrative Rules’ action today on the HBIA program, State Representative Dan Ugaste (R-Geneva) has issued the following statement.

“Today, the Joint Committee on Administrative Rules (JCAR) moved to dismantle the rules that run the HBIA program effective July 1, effectively ending taxpayer-funded benefits for non-citizen adults ages 42-64 in Illinois. Since 2022, Illinois has spent over $3 billion on healthcare/Medicaid benefits and other support services for undocumented immigrants.

“The Democrats’ focus on being a Sanctuary State has severely impacted our tax burden and negatively affected programs for our most vulnerable citizens. We should never have funded the HBIA and other such programs, as they only led to the Democrats increasing taxes and further led to the economic decline of our State. I applaud today’s decision, but I will not forget the billions of dollars spent on these programs, which was not helpful to our State.”
